Air quality hearing for the Town Of Arland Plant–Superior Silica Sand. Your presence is important at this hearing whether you express opposition or just be there to learn more about how hearings are held. Bring your neighbors and friends to show solidarity among the people. Remember that pollution knows no boundaries in the frac sand industry !!! All the materials can be accessed  for study at the DNR air quality site. (see the instructions below) Most likely there will be two DNR spokespeople in attendance at this hearing.  People from counties surrounding Barron Co. are invited to attend as well. Please use all the skills you can to learn more about what the plan is about. Make comments if you can. Public Notice of an Air Pollution Permit Application Review
Facility Description.
Superior Silica Sand – Arland Plant, located at 617 8th Avenue, Village of Clayton, Barron County, Wisconsin, FID 603110860,
submitted to the Department of Natural Resources (DNR) a permit application, including plans and specifications for a new dry
sand processing plant and incorporation of three existing mines and wet plants into the proposed permit.
Air Pollution Control Construction Permit No. 14-MHR-069
Air Pollution Control Operation Permit 603110860-P01, a Part 70 permit.

Application Review.
DNR has made a preliminary determination that the application meets state and federal air pollution control requirements and
that the permit should be approved. You can review the permit application, the DNR’s analysis and draft permit prepared by
the DNR at the Department of Natural Resources Bureau of Air Management Headquarters, Seventh Floor, 101 South Webster

Road LaCrosse, WI 54601; and at the Barron City Library, 10 North 3rd Street, Barron, WI 54812; or contact Michael Ross at

The department has made the determination under ch. NR 150, Wis. Adm. Code, that this type of proposal normally does not
have the potential to cause significant adverse environmental or secondary effects. This is a preliminary determination and does
not constitute a final approval from the Air Management Program or any other DNR sections which may also require a review
of the project.
Registration operation permit # 603108660-R0PA for one of the three existing mines and wet plants will be revoked as part of
this construction permit.
Public Hearing.
NOTICE IS HEREBY GIVEN that, pursuant to ss. 285.13(1), 285.61(7) and 285.62(5), Wis. Stats., DNR will hold a public
hearing to receive public comments on the air pollution control permit application submitted by Superior Silica Sand – Barron
NOTICE IS FURTHER GIVEN that the public hearing will be held:

All comments received by the DNR at the public hearing will be considered prior to making a final decision regarding the
proposed project. After the public hearing, a final decision will be made on whether to issue or deny the air pollution control
